There are lots of homeowners who can't afford air conditioning either, not just renters. I have an AC unit, but all I can do is stare at it when it's scorching hot or freezing cold because I can't afford to run it and pay the hefty electricity bill.
Back in the 70s, rentals didn't have AC either, so we would just chill in a tub of cold water.
Why is this only a problem for renters? If you're renting a place without AC, just get yourself a portable AC. The window ones work the best, but if your fancy window doesn't accommodate one, just grab a dual hose AC - they're almost as efficient as the window ones.
