They need to be fined a lot more than they are now, especially since it's all over the news. The best way to get them to stop is to just hit them where it hurts - take away a week's pay and don't let them play in any matches.

Compulsory week for any obvious offenses. If you have to fine a player, make it a flat 1% of their annual salary. A $1500 fine is laughable. $10k on a $1m salary is still chump change. Change up which charity the money goes to each year.
