The Ballarat council didn't survey the ground properly before finding old bridge and tram tracks that were covered up when turned into a mall, leaving more potential cover ups to be discovered. They will likely raise rates to cover their mistakes.

The council wastes money while people are homeless, which is appalling.

No shocker that the costs for this project have gone up since the budget was set years ago.

Give it 10 years or so and it will be changed back into a Mall again ...... for a 'great benefit to the City, to bring people back into the CBD' for only $40m and not a penny more. Fact.

They definitely screwed up the Budget, ain't no surprise, every Council in Oz is useless.
