Just because you see one pic doesn't mean you know the whole deal. What might seem like hesitating is actually just playing it smart. Cops gotta be quick but also stay safe, and taking a quick pic can make things look totally different than they actually were!

Seems like she's about to drop the word "go" and her arms are just co-signing, telling folks to bounce.
